cc582ce6bb Jenkins: Remove timestamps & ansicolor wrapper 
Both plugins have an option to be applied globally nowadays, so we don't
need to add it to the Jenkinsfile.

b951fa009f Build Windows binary with Python 3.8 
Stay on 3.8 (instead of 3.9, which was released recently) to stay
compatible with Windows 7 for a while.

b89687f6d7 Jenkins: Don't use system tox 
In some cases it may pick up the system Python version instead of the
"local" Python version, which leads to pip install errors.

d259c9c576 Jenkins: Add STDERR to console workaround 
I'm not even sure why this is a problem. Whenever STDOUT or STDERR
aren't redirected, the Python process fails with

Fatal Python error: init_sys_streams: can't initialize sys standard streams
OSError: [WinError 6] Invalid handle
